E-money institution ALTA GROUP DOO BEOGRAD delicensed, funds of payment service users protected and smooth settlement of obligations ensured

At its meeting held on 2 November 2026, the NBS Executive Board revoked the e-money issuance licence of the e-money institution ALTA GROUP DOO BEOGRAD. The licence also covered the provision of payment services. The NBS emphasises that this decision has no impact on the stability of the financial system of the Republic of Serbia, as ALTA GROUP DOO BEOGRAD is not a bank and does not accept deposits from households or businesses.

In accordance with its statutory responsibilities, the NBS took all necessary measures in a timely manner to ensure the protection of payment service users’ funds and the smooth settlement of ALTA GROUP DOO BEOGRAD’s obligations arising from payment orders received by the institution from payment service users, as well as from payment transactions carried out using payment cards at merchants, and obligations to electronic money holders.

The decision was taken as an automatic consequence of the revocation of the operating licence of ALTA banka a.d. Beograd, following an assessment, in accordance with the Law on Payment Services, that the electronic money institution no longer met the prescribed requirements regarding good business reputation. This requirement must be met by a person holding a qualifying holding in order to ensure the sound and stable operations of an e-money institution. In this assessment, in addition to the business reputation of the qualifying holder who is a natural person, consideration is also given to the reputation of the members of the management bodies of the qualifying holder that is a legal entity, as well as of persons closely linked to that legal entity.

Individuals and businesses that used the services of this e-money institution may continue to use the same services without interruption through other financial institutions (banks, e-money institutions and payment institutions) operating in the Republic of Serbia.

The above procedure in no way releases the debtors of the e-money institution from their obligations and they may expect to receive clear instructions on how to settle their outstanding obligations to the institution. The revocation of the licence to issue e-money and provide payment services serves to protect payment service users and e-money holders, while also preventing any potential disruption to the smooth and stable functioning of payment transactions.
