After the Insurance Law and the Supplements to the Law on the National Bank of Serbia came into effect, prescribing that insurance supervision is to be performed by the National Bank of Serbia, a new independent organizational unit – Insurance Supervision Department - was established in the Bank’s Headquarters, comprising five sectors and with a total staff of 30.
In the period from June 1 to September 30, much work was invested into establishing the normative framework which should enable efficient supervision of insurance companies’ business transactions. Draft Law on Compulsory Transport Insurance has been submitted for the Parliament discussion, whereas key by-laws governing this issue, are either already been passed or, according to a list of priorities, the first working versions of such regulations have been drawn up – among others: the Decision on Establishing Balance Items of Insurance Companies, and the Decision on the Manner of Establishing and Monitoring Liquidity of the Insurance Companies.
In the course of the abovementioned period, the National Bank of Serbia has received a number of complaints concerning the operating of insurance companies, particularly regarding their obligation to pay damages, whereupon the NBS requested the insurance companies to state their view over disputable issues, in order to collect information necessary for its engagement in mediation at solving disputable damage claims.
As part of supervision activities, on-site supervision of business operations of 13 insurance companies has been performed, whereas as of September 1, in cooperation with the USAID, foreign consultants of the National Bank, off-site supervision of insurance companies’ business operations in the past year and the first six months of this year has also been initiated. Thus, in the course of the preceding month, business operations of 15 insurance companies underwent such supervision, while in four insurance companies the supervision process is in progress.
